For this reason, it serves us people and brands that it thinks we’ll happily follow. Obviously, it doesn't always work out this way.
Instagram bases recommendations on people that you have multiple mutual friends or connections with, profiles you’ve searched recently, or contacts found on your device.
While this feature can sometimes be great, there are times when there are good reasons why you’re not connected already.

How to Remove Specific Account Suggestions
One of the most basic way to remove suggested accounts is to scroll through your feed until you come across a list of suggested users under the Suggestions for You label.
Then, select the X in the upper-right corner of the box.
To expedite the experience of deleting everyone from this potential list, choose the Select All button in the upper-right corner of the Suggestions for You tab. Then, Instagram will bring you to a whole list of people and brands that it thinks you should follow.
From here, it will be easy to delete every single name on the list until none of them is left.
How to Disable Notifications About Friends to Follow
If you’re tired of being notified about people you should follow, open your Instagram app and select your profile picture. Then, tap the Hamburger button > Settings > Notifications. Next, select Following and Followers and deselect the button under Friends on Instagram.
How to Delete Synced Contacts
Every so often, the culprit is right on your contact list. Instagram sometimes chooses suggestions based from your synced contacts. To ask Instagram to back off from adding people with numbers on your phone, you have to log-in to Instagram from your web browser.

Next, click your Profile picture > Edit Profile > Manage Contacts. Then click Delete All and Delete to confirm. Bear in mind that this doesn’t prevent Instagram from re-uploading your contacts in the future. Thankfully, there's a way to do that too.
To disconnect contacts from syncing in general, go to your Instagram app. Next, select your Profile picture > Hamburger icon > Settings > Account.
Then, slide the button next to Contacts Syncing to disconnect your contacts.
